Nomination of Julien Radoux as PSC member

Dear all,

I would like to nominate Julien Radoux, from UCLouvain, as a new Project Steering Committee member.

Julien has been using Orfeo ToolBox almost since the beginning of it, and has provided valuable contributions an feedback throughout those years. He is still a very active user and could provide us with good user-centric perspective and directions.
