Add the badge CII Best Practices to OTB

I discover this imitative of the Linux Fondation Core Infrastructure Initiative : the Best Practices Badge Program.

I think it could be nice if we can try to have this badge. What do you think about that ?

Hi,

This is a great idea. We did it for the Orekit project a year and a half ago (note the “cii best practices” badge on the home page). Details of our answers can be seen at the address below:

At first, we did not meet all the criteria. But answering the questionnaire highlighted what was missing from the project. So we improved our practices until we got the badge (only the first level, but there are many interesting suggestions in the questionnaires of the two upper levels and the Orekit project already meets much of the criteria of these levels).
